Duplicating Existing Art

I frequently have clients who ask, “I have customers who bring in printed shirts and ask me to duplicate the print. I don’t want to break the law but thought I would copy the art as closely as possible and reset the type. I wouldn’t be copying the art exactly, like a scan. What are the industry standards as far a copying and is there a rule of thumb?”
