The legality of having out-of-state plates on a car keeps coming up. This is a reposting that has occurred repeatedly over the years. Yes, if your car has out-of-state plates and you live in Morelos, you can be fined, your car impounded, and even lost in the process. Don’t risk it!

Official Sanction
Fines are based on the Unidad de Medida y Actualización (UMA) and vary depending on whether the violation is classified as a missing local registration or operating without a valid state verification/tenencia. Driving a car with out-of-state plates while residing in Morelos violates local tax residency laws. Authorities typically enforce this through general infractions, resulting in fines usually ranging from MXN$400 to MXN$1,500, although the larger fine is almost always the charge incurred.
Impoundment
Traffic officers in municipalities like Cuernavaca can confiscate your plates and tow the vehicle to the impound lot, adding thousands of extra pesos in tow and storage fees. Normally, if you are pulled over by the police for any infraction (including having out-of-state plates) the police may impound the car until the vehicle documents have been regularized and pay the associated towing fees. Note that if a car is impounded, neither the city nor the state is responsible for your car while it is impounded, including damages, theft, or loss of the vehicle. It is quite normal for impounded vehicles to be lost, leaving the owner responsible for having insurance in place to cover the loss.

Note: Some people post on social media stating that until the city meets all the requirement of the people, they do not have abide by the laws. This is absolutely not true. The fact that a pothole exists in front of your house does not mean that you can refuse to pay taxes.
