Immigration Fees Are Expected to Rise on January 1, 2026

A significant increase to Mexico’s residency visa fees for 2026 has been proposed by the Mexican Ministry of Finance and approved by the Chamber of Deputies. The new fees are expected to go into effect on January 1, 2026, pending final approval by the Senate. Mexico’s immigration fees are expected to double in 2026, though the changes are not yet official and depend on the full legislative approval of the proposed 2026 budget.

The proposed fee increases would affect temporary and permanent residency permits, work authorizations, and other immigration procedures. While specific rates are subject to change, the proposed permanent residency fee would rise in cost.

The Mexican Ministry of Finance justified the increase as a way to ensure a fair contribution for the “intensive use of infrastructure and specialized human resources,” partially in response to the impact of digital nomadism on local sectors like housing and commerce.

Note: These changes affect the fees paid for the physical residency cards and permits at INM offices in Mexico, not the financial solvency requirements to apply for the initial visa at a Mexican consulate abroad. Also, proposed increases are expected to apply to a range of other services, including work authorizations and other immigration filings.

The proposed changes include:

  • A 100% increase in the fees charged for temporary and permanent residency permits processed at the National Migration Institute (INM) offices within Mexico.
  • A 14.2% increase in the fee for the FMM visitor permit (tourist card).
  • A 50% discount may be considered for applicants under certain conditions, such as family reunification, job offers, or institutional invitations.
