Municipal Pensioners Block Avenida Morelos Due to Suspension of Pension

Morelos has found itself in financial trouble again. It appears that the local government is continuing to spend more money than it generates. The overspending has led to an ongoing accumulation of debt that has resulted in an unsustainable situation.

Concerning the recent class-action lawsuit, José Luis Urióstegui, the mayor of Cuernavaca, acknowledged that there was a delay in pension payments due to the seizure of the account by the Mexican Federal Institute of Social Security (IMSS). He estimated that the outstanding payments to the pensioners could be returned in perhaps early February. Obviously, the pensioners cannot continue to survive for five months without the payments.

Taking resources from one source to address a need or debt in another, often as a temporary solution that creates a new problem or leaves another entity in a worse state. It involves reallocating funds or resources from one area or person to another, rather than generating new funds. It implies a short-sighted or unsustainable approach to solving a problem.

This action follows the previous movement in late September to cease the discounted water fees to pensioners altogether, resulting in a windfall of possibly $82 million pesos per month to SAPAC alone. However, it seems that none of that money is being moved to pay the municipal workers.

Today, October 6, 2025, a group of pensioners arrived at the facilities of SAPAC (Sistema de Agua Potable y Alcantarillado de Cuernavaca) headquarters on Avenida Morelos. They are demanding full payment of their outstanding pensions, which are due every two weeks. The pensioners have not received payments since the second half of September. When their demand was not met, they began to close Avenida Morelos in a peaceful protest, which created chaos in traffic.
