UPS International Shipping Into Mexico

International shipping has always been a problem, but with the current USA administration’s Project 2025 takeover, everything has changed. As a USA company UPS, is not alone in their battle to get shipments across the border between Mexico and the USA. As of January 1, 2025, UPS requires all shipments into Mexico must be in accordance with Mexico’s Tax Administration System (SAT) updated its General Rules of Foreign Trade which impacts all imports to Mexico. Shipments can only be received by holders of a Clave Única de Registro de Población (CURP), a unique 18-character alphanumeric code used to identify every person living in or connected to Mexico, including citizens and foreigners.

Generally, a tourist in Mexico (on an FMM or Visa Waiver) cannot get a CURP number. You need legal residency (Temporary or Permanent)  in Mexico to be issued a CURP, as it is tied to your immigration status and used for official identification and administrative tasks like opening bank accounts or receiving packages. A tourist’s stay is short-term, while the CURP (Clave Única de Registro de Población) is for people living in Mexico, like citizens or residents.

The CURP is essential for a wide range of official and administrative activities, such as;
• Identification: It serves as a fundamental personal identification number for both residents and citizens, including those living abroad.
• Official services: You need a CURP to access various government and private services.
• Administrative tasks: It is required for official procedures like opening a bank account, registering a vehicle, paying taxes, and enrolling in the national healthcare program.
• Legal and employment: The CURP is foundational for legal protections and securing employment in Mexico.
• Digital platforms: In some cases, it is required for digital platforms to comply with tax obligations.

The Structure of the CURP:
• The 18-character code is alphanumeric and includes elements derived from a person’s name, date of birth, gender, and place of birth.
• The last two characters are assigned by the National Population Registry (RENAPO) to further ensure uniqueness.

Who needs a CURP:
• Citizens and residents: All Mexican citizens and legal residents, including foreigners, require a CURP.
• Foreigners: If you are a foreigner living in Mexico, a CURP is vital for navigating the administrative system and can be obtained once you have initiated procedures for residency.
