Morelos Vehicle Plates Required For Residents

A vehicle may be operated in Morelos with plates from another state or even with foreign plates for a short period of time. However, anyone planning to move to Morelos for an extended period or permanently must register their vehicle in Morelos to comply with local rules and avoid future problems.

As of March 2026, vehicles with temporary permits from other states will no longer be allowed to circulate regularly, prompting a need to change to Morelos plates. Starting in March 2026, rules for out-of-state and provisional plates became stricter. After the change in March 2026, the current plates must be brought in to de-register them, and the local fees must be paid.

Key Considerations for Changing Plates to Morelos

To change plates to Morelos, proof of address (comprobante de domicilio) that is less than three months old must be provided. To obtain Morelos plates, applicants usually need a current residency card (residente temporal or permanente), proof of address (such as a CFE or phone bill), the original car title (factura), and old plates.

Old plates must be deregistered from the previous state and handed in to the Morelos office. This is usually done through a process called Alta de Vehículo.

It is advisable to check with the local Secretaría de Movilidad y Transporte (or Sefiplan in some places) to determine exactly what paperwork is required.

Important Note: Use Official Channels

Given the reported corruption, it is advisable to handle corrections in person rather than through third-party agents. Federal officials have issued warnings to avoid use of “fixers or facilitators” (gestores) and deal directly with the authorities to avoid fraudulent documents. See Irregularities in Documents In Morelos and Corruption at the Morelos Directorate of Mobility and Transportation.

Provisional Permit

If a car is purchased with a provisional permit, the owner must register the vehicle and obtain Morelos plates within 30 calendar days of the purchase date. This process involves submitting all necessary documents, such as proof of identity, proof of address, the provisional permit, and the original vehicle title, to the Secretaría de Movilidad y Transporte in Morelos. Failure to complete the registration within the specified timeframe can result in fines, vehicle impoundment, or other administrative penalties. It is important for new owners to carefully review the required documents list and ensure all paperwork is in order to avoid delays or complications during the registration process.

Key Considerations:

Morelos is part of the Megalópolis, along with CDMX, Edomex, Hidalgo, Puebla, and Tlaxcala. Plates from these states are not considered foreign and do not need a tourist pass or plate change, as long as they have a valid emission check (verificación).

If a car is from the U.S. or Canada, the plates must match the legal stay of the vehicle. The Temporary Import Permit (TIP) usually allows up to 180 days.
